Dear Residents, Property Owners, and Community Members,
I trust this message finds you well.
Over the past few weeks, the Musgrave Essenwood UIP Steering Committee has continued to make steady progress toward the formal establishment of the UIP. I would like to take this opportunity to provide a brief update on where we are and the steps ahead.
Progress to Date
We have continued engaging with residents and property owners across the precinct to build the required support for the UIP. The response has been encouraging, and we remain focused on increasing participation to meet the necessary thresholds.
To date, we have achieved approximately 15.3% support from property owners, through formally completed assent forms submitted by both individual property owners and sectional title entities.
Strengthening Governance and Structure
Following recent internal alignment, the Steering Committee has adopted a more structured operating model to ensure clarity, accountability, and consistency.
• The Office of the Chairman provides overall coordination and governance oversight
• The Secretary supports administration and formal communication processes
• Portfolio leads are driving key focus areas such as finance, legal, marketing, communications, operations, and stakeholder engagement
This structure is important to ensure that the UIP is not only established successfully, but also positioned to operate effectively once approved.
Focus Areas
Our immediate focus remains on achieving the required levels of support for formal submission to the Municipality, namely:
• 66% support from residential property owners
• 50% support from business property owners
To support this, our current priorities are:
• Community Engagement: Increasing awareness and participation across the
precinct and encouraging residents and businesses to complete assent forms.
• Governance Alignment: Ensuring full compliance with the SRA Policy and City
requirements.
• Operational Readiness: Preparing for future implementation of services such as
safety, cleaning, and greening.

Looking Ahead
We recognise that this is a significant undertaking and will require continued
community participation and support.
As we move forward, you can expect regular communication from the Steering
Committee, including updates on progress, key developments, and opportunities for
involvement. Our aim is to ensure that the process remains structured, transparent, and inclusive, while maintaining the integrity required for formal approval.
The establishment of the UIP is a collective effort, and we remain committed to working in the best interests of the entire Musgrave and Essenwood community.
We thank you for your continued support and engagement.
Kind regards,
Bradley Hlubi
Chairman – Musgrave Essenwood UIP Steering Committee
